Overview
The principal technical activities of I-INCE are carried out by I-INCE Technical Study Groups (TSGs) authorized by the I-INCE General Assembly on recommendation of the I-INCE Board of Directors. The following is a summary of the activities of each group. The conveners of the Technical Study Groups are also listed where available. Other technical activities are also described. Prior technical reports are listed and posted as well.

Objectives and Status of TSGs
- TSG 1---Noise of Recreational Activities in Outdoor Areas

The work of TSG 1 deals with noise from recreational activities in outdoor areas. Recreational activities are those pursuits outside one's regular occupation that are usually engaged in for purposes of relaxation or leisure-time after work. Noise associated with many recreational activities can be annoying and disturbing.
A draft of the report from TSG 1 has been prepared and is under review. TSG 1 is currently inactive.
- TSG 2---Noise Labels for Consumer and Industrial Products

The work of TSG 2 dealt with noise labeling for consumer and industrial products. Consumer goods are those sold at retail for personal or household use, indoors or outdoors. Industrial products are sold to commercial firms for a wide variety of purposes. In many parts of the world, consumer and industrial goods are sold without any limits on noise emission, frequently with no indication to the purchaser of how noisy the products will be when installed, either to those who operate the products or to those in the vicinity of an operating product.
After several years of efforts, the Board of Directors and the General Assembly decided during INTER-NOISE 06 that the work of TSG 2 should be terminated and the TSG disbanded with thanks. The Convener of TSG 2 transmitted the material that had been gathered on noise labels to the Co-Conveners of TSG 7 for possible use by that Technical Study Group.
- TSG 3---Assessment of the Effectiveness of Noise Policies and Regulations

The objective of TSG 3 is to collect information about noise legislation and regulations in countries around the world. During the last half of the 20th century, many countries recognized noise as an environmental and occupational problem. Regulations and guidelines were developed for limiting the exposure to noise and for implementing noise-control technologies.
The final report from TSG 3 was published in 2009 July, and a link to the document is available below. With publication of the final report, the TSG was disbanded with thanks.
- TSG 4---Noise and Reverberation Control for Schoolrooms

The objective of TSG 4 was to prepare an I-INCE Technical Report with recommendations for acoustical criteria and noise-control features that may be applied in the design of all types of enclosed learning spaces in order to optimize the learning experience for teachers and students. Learning spaces include any enclosed area where students and teachers interact for educational purposes. Principal acoustical criteria are the level of the background sound and the reverberant quality of the learning space.
At the meetings of the I-INCE Board of Directors and the General Assembly in 2006 December in Honolulu, it was proposed that the work of TSG 4 be terminated and the TSG disbanded because of a lack of progress. A decision to terminate the work of TSG 4 was taken at the meetings of the Board of Directors and the General Assembly in 2007 August in Istanbul. The TSG was then disbanded with thanks.
- TSG 5---Noise as a Global Policy Issue

The objective of TSG 5 was to prepare an I-INCE Technical Report dealing with noise as a global issue in contrast with noise as a local issue. A major objective was to describe what is needed to create effective global noise-control policies.
The final report from TSG 5 was published in the 2006 September-October issue of the Noise Control Engineering Journal, and is available below. With publication of the final report, the work of TSG 5 was complete and the TSG was disbanded with thanks.
- TSG 6---Community Noise: Environmental Noise Impact Assessment and Mitigation

The objective for TSG 6 is to prepare an I-INCE Technical Report that gives practical guidance to policy makers who are involved with regulation and control of community exposure to noise, excluding the sounds generated by neighbors. The emphasis of the report will be on how an environmental impact analysis process can be an integral part of an effective strategy for control of community noise, with land use planning as an essential element of the strategy, especially for countries that are still experiencing substantial community development.
TSG 6 met during INTER-NOISE Congresses in 2003, 2004, 2005, 2006, 2007, and 2009. At the meeting in 2007 August, a preliminary working draft of a report was presented for review by members of TSG 6. The only request for change in this previous draft which was expressed during the INTER-NOISE 2007 TSG 6 meeting was for a section discussing the current state-of-knowledge concerning the effects of community noise on people in affected communities. In preparation for the planned meeting of this TSG during INTER-NOISE 2009, this section was added using materials from an international Workshop sponsored by ICAO CAEP in Montreal during 2007 October. Thus, with this new addition to the TSG 6 Final Report, it is expected that there will be a TSG 6 consensus supporting I-INCE publication of this document, contingent upon the final review currently being conducted.
- TSG 7---Harmonization and Implementation of Global Noise Policy

The objective of TSG 7 is to implement the recommendations that were published in the report from TSG 5 with special emphasis on the noise of products and noise in the workplace (occupational noise).
An organizing meeting for TSG 7 was held during INTER-NOISE 06 in Honolulu, Hawaii. A second meeting was held during INTER-NOISE 07 in Istanbul, Turkey. The third meeting of TSG 7 was held at INTER-NOISE 2008 in Shanghai with ten persons present and Bill Lang, co-convener, presiding. The redirection of TSG7 was discussed. The co-convener described in depth the CAETS noise study project which started in 2008 June in Southampton, U.K., with a transportation noise source workshop and continued with a forum in Ottawa, Canada, in 2009 August which covered other noise sources worldwide. Following the above two presentations, there was a discussion during which the TSG7 members asked questions to further clarify the new role of TSG7. There was an enthusiastic response from the members regarding this new scope. The new mission of TSG7 is to prepare a report which will include the findings from both the Southampton workshop and the Ottawa forum using the information in the source books from both meetings. This report will have three chapters: Inform the Public, Inform the Engineers, and Inform the Policymakers. At this time drafts of Chapter 1 and Chapter 2 (Southampton results only) have been prepared. The purpose of this report will be to provide background material for the CAETS Council on the technology currently available and that which is needed to quiet the world’s predominant noise sources. One of the results of the above activities will be a short statement from the CAETS Council to its member societies for dissemination to those policy makers, industries, and NGOs in their countries that are concerned with the noise issue. The TSG 7 met on Sunday, 2009 August 23, in Ottawa. The work of TSG7 was discussed in the light of the comments received from the CAETS Council.
- TSG 8---Noise Control Engineering Education Worldwide

The objective of TSG 8 is to collect information from universities and institutions offering courses with content associated with noise control engineering and related teaching resources. The collected information will be used to establish an I-INCE website with links to universities and institutions offering courses associated with noise control engineering and related teaching resources.
In 2007, the Member Societies of I-INCE were invited to appoint expert members to TSG 8. The objectives of TSG 8 were discussed during a Workshop at the meeting of the International Commission on Acoustics (ICA) held in Madrid, Spain in 2007 September. Attendees interested in the objective of TSG 8 were asked to indicate their interest to the Secretariat of the I-INCE Member Society of their country. It was decided that such a report would be outdated before it was distributed; therefore, TSG 8 would not serve a worthwhile purpose and the effort to form an active Technical Study Group was abandoned. Instead, an I-INCE Task Force on education was formed. The goal is to distribute information on education of noise-control engineers and to provide a link on the I-INCE website for this information with further links to universities worldwide offering such a curriculum.
- TSG 9---Metrics for Environmental Noise Assessment and Control

Scope of TSG 9 includes the following: List, describe, and compare metrics based on non-A-weighted sound level that are potential supplements to A-weighting sound level for environmental noise assessment and control. The TSG 9 was formally approved by the General Assembly on 2009 August 23 in Ottawa. The TSG 9 also met in Ottawa.

I-INCE Education Task Force

The following three workshops were held during 2007 and 2008 on noise control engineering education: (1) “U.S. Education in Noise Control Engineering”, held during NOISE-CON 2007 in Reno, Nevada, 2007 October 23. (2) "European Education in Noise Control Engineering", held during ICA2007MADRID in Madrid, Spain, 2007 September 4. (3) “Asia-Pacific Education in Noise Control Engineering”, held during INTER-NOISE 2008 in, Shanghai, China, 2008 October 27. Following each of these workshops a source book was written and distributed to panelists, attendees, and other interested individuals. These three source books were to provide background material for an in-depth study of the status of noise control engineering education worldwide. This was originally to be the focus of TSG 8, but much of the desired scope of TSG8 was impractical and this group was disbanded. Instead, a Task Force headed by Dave Holger was established at the Shanghai Board meeting to study this subject and prepare an I-INCE report by early 2010. A preliminary, oral status report was provided to the Board.
Future Congress Technical Planners (FCTP) Meeting Held on 2009 August 26

The principal task of the Next Congress Planning Committee (NCPC) is to assist the Organizing Committees of future INTER-NOISE Congresses with planning for Structured (or Special) Sessions as well as Poster Sessions. The primary efforts will focus on the next Congress, but ideas may be considered for the next + 1 or even the next + 2 Congress. The Future Congress Technical Planners (FCTP) may offer advice on other aspects of a Congress including the maximum number of parallel sessions, the type of Structured Sessions, the need for Poster Sessions, etc. The FCTP may recommend new concepts for future INTER-NOISE Congresses. The concepts may involve items that are specific to a particular Congress and which depend upon local circumstances and local ideas. The FCTP meeting was very well attended and many useful suggestions were received by the organizers. Key contacts for upcoming INTER-NOISE Congresses are as follows:

2010 Tasks for the Vice President–Technical Activities
- Update the I-INCE web site on technical activities including TSGs.
- Coordinate the activities of TSGs and task force on education. Review and process the TSG 1 ‘comment draft’ report.
- Co-chair the Next Congress technical Planners meeting During Inter-Noise 2010 and work with INTER-NOISE 2011 organizers in developing the technical programs.
- Organize a workshop for young professions at INTER-NOISE 2010.
- Assemble an ad-hoc group to advise INTER-NOISE 2010 and 2011 organizers; this will consist of previous congress technical program chairs and key leaders.
